The War powers act requires the President to notify Congress within 48 hours of introducing armed forces into hostilities or situations where imminent involvement is likely.

The Wars powers act does limit the president to a 60 day limit for military operations, unless Congress authorizes their continuation or declares war.

Then we have the The Patriot Act, which throws a wrench into that.

The last real Anonymous Hacker was Guccifer, hes the one that Hacked George W Bush and posted his personal info and of course his now Famous Paintings.
