In essence, it means:
If the condition x is true, then do or return y.
Else (if the condition x is false), do or return z.
"If x then y else z" is a conditional statement or expression in programming and logic, often called an "if-then-else" statement.
x: This is a condition, typically a boolean expression. The expression will be either true or false.
y: This is the action, code, or value if condition x is true.
z: This is the alternative action, code, or value if condition x is false.
